Budget Office of the Future


One of the primary ideas of the BFELoB is to help prepare for and foster the “Budget Office of the Future” through initiatives, tools and services in four major areas: Improving Budget Processes, Developing Human Capital, making use of Enabling Technology, which will help agencies produce high quality Budget Products.

Improving Budget Processes

Budget Capability Self-Assessment Tool
A simple, survey-like method to assess how current agency operations and processes compare against best practices across a broad range of budgeting capability categories including Budget Processes, Staffing Capacity, Technology and Budget Products.

Budget System Decision Matrix
An assessment of nine automated budget formulation/execution systems rated against a compendium of budgeting capabilities.

Budget Formulation
Maps representing the federal budget formulation process.

Budget Execution
Maps representing the federal budget execution process.

Touchpoints Document
The Touchpoints document clarifies where Budget Execution and Financial Management processes intersect and discusses opportunities for process improvement in the flow of information between these two sectors.

Provides information on major Competencies in the budget field, as well as Proficiencies and Key Behaviors at different stages of one's career.

Budget Execution Training Module
An on-line, multi-media training module intended to provide a basic understanding of budget execution for beginning budget analysts.

Enabling Technology

Shared Service Offerings
The BFELoB has worked with multiple agencies in transitioning their agency focused budget system to shared service offering, providing other agencies with a way to access budget system functionality by leveraging their investments.

MAX Collect
A data collection and publishing tool which can produce fully indexed, electronic briefing books, Q&As, QFRs and more, and can be coupled with capabilities for Analytics and reporting.

MAX Analytics
Identify, customize and implement collection of Best of Breed Open Format & Open Source reporting solutions to meet the reporting needs of the Budget community.

MAX Publication Services
Document publication tools that automatically integrate numbers and text.

Max Federal Community
A collaboration/wiki/knowledge management capability optimized for Federal user requirements.

Max Online Meetings
Real-time computer screen sharing, enabling remotely-located meeting attendees to be literally 'on the same page' as the presenter.

Web based Provisioning and Custom Application Development
A robust, secure technology platform which includes login provisioning ("authentication" and "authorization"), database, server, and agile application development.

MAX Authentication Service (MAS)
Provide “authentication as a service” to applications/information systems, working through the MAX Federal Community. The first HSPD-12 implementation in the Government used this service.

Budget Segment Reference Architecture
A Budget Segment architecture document is available to agencies to use as a template to simplify and jump-start their system development and enterprise architecture activities. This template follows the Federal Segment Architecture Methodology (FSAM).
